LEGISLATORS HAIL $3 MILLION FOR EAST HARTFORD PROJECTS

Representatives Henry Genga, Tim Larson and Jason Rojas welcomed $3 million approved Friday by the State Bond Commission for a flood plain study in East Hartford's Willow Brook area and revitalization of its neighborhoods and housing.

The funding approved by the commission includes:

"Projects such as these are critical to the town's success in economic and community development," Rep. Genga (D-East Hartford) said. "I am grateful that Gov. Dannel Malloy understands East Hartford's needs and supported this funding by placing it on the Bond Commission's agenda."

"I'm thrilled that East Hartford is receiving this money," Rep. Larson (D-East Hartford) said. "As a former mayor who has grown up and lived my entire life in East Hartford, I can tell you the importance of economic development can't be overstated in making sure the town continues to be a vibrant place to live and work. Investing in affordable housing and our neighborhoods also will ensure the town's future success. This bond money will go a long way toward achieving our goals."

"A large percentage of our housing in East Hartford is 50 to 60 years old and this $3 million is an important investment that will assist the town in revitalizing our neighborhoods," said Rojas (D-East Hartford, Manchester). "It is a wise investment in infrastructure and economic development that will enhance the town's image of affordability, location and quality of life."

Funding for the East Hartford Housing Authority was first announced in May by Malloy and is now being released by the Bond Commission. East Hartford is one of 11 affordable housing revitalization programs in the state identified for such funding; the East Hartford Housing Authority will receive $2 million to acquire and rehabilitate blighted housing. Once completed, the properties will remain in the housing authority portfolio and will be supported by housing authority Section 8 Project-Based Vouchers.

The $1.6 million for the Connecticut Housing Investment Fund will establish two urban revitalization programs in East Hartford and Waterbury and offer low- or interest-free loans to encourage private developers to purchase, rehabilitate and maintain at-risk properties.

State funding for the Willow Brook flood plain study was sought last year by the East Hartford Town Council. Willow Brook has undersized culverts and is adjacent to commercial development, leading to excessive runoff and frequent flooding which hinders economic growth. The $250,000 study is expected to create a flood abatement plan.

"The flood plain study is essential for creating a water diversion plan for Silver Lane and developing that area where the old Burlington Coat Factory and Showcase Cinema properties are located," Rep. Genga said. "Investing in affordable housing and eliminating flooding problems will help up in developing this area of town," Genga said.
