REP. MORRIS: REASONABLE SENTENCING TERMS FOR YOUTHS NOW LAW
"The Black and Puerto Rican Caucus worked this session to addresses the antiquated prison sentencing system. The new law changes sentencing and parole release of offenders who were under 18 at the time they committed crimes for a more reasonable maximum prison term. Studies have shown the mental capacity of young individuals differs greatly as they age into adulthood – harsh sentencing keeps them in our prisons long after they have matured.
