Residents of many towns and cities have paid unfairly high taxes on their cars. In many cases, the tax on cars in places like Hartford, New Haven, or New Britain for a modestly priced car like a Honda Accord can be much higher than those for the exact same cars in towns with lower mill rates. This budget caps the mill rate for cars across the state at 32, which will mean significant property tax cuts for many residents in 2016 and 2017.
