Co-Chairs of an English Learner panel convened by Speaker of the House Brendan Sharkey, Rep. Juan Candelaria and Kelvin Roldan, a senior leader in the Hartford Public Schools presented their findings today. The recommendations were divided in four categories: Program Design, Teacher Capacity, Accountability and Resources. Some of these include, increasing the current period of bilingual instruction from 30 to 60 months, allowing for teacher's certification reciprocity with other states and design multiple paths leading to certification for bilingual and ESL teachers, establishing research-based pilots across the state and providing adequate funding to support programs. The panel expects some of the recommendations to make their way during this legislative session.
